Immigration: Poilievre says Canada at “pre-Trudeau level,” Carney says “conspiracy”

The floor heated up in the Canadian House of Commons Thursday, as Conservative leader Pierre Poilievre took aim at Prime Minister Mark Carney’s handling of immigration, claiming the present “growing” figures are “again” at — and even “higher than” — the “historic pre-Trudeau level.”

Though Carney highlighted decreases in population growth, asylum seekers and temporary foreign workers – among others – Poilievre said his figures were “insanity,” suggesting the Liberals compare their stats to those of the last ruling Conservative government.

The opposition leader continued: “Asylum backlog up from 10,000 to 259,000 — a 2,500 per cent increase. The number of temporary foreign workers up to 166,000 from 71,000 — 130 per cent increase. The number of temporary residents is up 300 per cent. And he's got 700,000 people here on work permits — even though there are thousands of youth who can't find jobs. Will you stop cooking the books and put Canadians first?”

“I'm not comparing myself to insanity. I'm comparing myself to conspiracy. We have taken back control of immigration,” Carney retorted.

This exchange came just hours ahead of the release of the 2026 federal budget, which a government source with knowledge of the plan, claims will include updated annual immigration levels.

In September, Carney told the New York Times that immigration is back under control, claiming the question now is about when Canada should begin a “controlled increase” in population.
